Melton Lake Greenway | Cedar Hill Playground | Waterfront Development

Project 1

Melton Lake Greenway Phase IV

Paving of Melton Lake Greenway Phase IV has been completed from the parking lot on Edgemoor rd to the trail intersection with Old Edgemoor road, adjacent to the Life Development Center. Work continues on this section with final grading of disturbed soils, hydroseeding and the installation of bollards, along with other details. For everyone’s safety, the public is asked to stay out of work zones until all work is complete.

The next phase of the project will be the construction of the boardwalk through the section under the Edgemoor Rd. bridge. Once the boardwalk is complete the contractor will then work back out to the area near the Life Development Center and up to the parking lot at the end of Phase III, on Melton Lake drive, completing Phase IV.

Project 2

Cedar Hill Playground Renovation

Cedar Hill Playground is now ready for children again. With the hard work of hundreds of volunteers, the playground was rebuilt in only 5 days. Check out the pictures below of the project in progress.

The installation of poured-in-place rubber surfacing has been completed and the playground has been re-opened. “The Recreation and Parks Department would like to thank the community in advance for their cooperation and patience during this closing of Cedar Hill Park Playground,” remarked Josh Collins, Recreation and Parks Director. “Completion of this phase is exciting as it follows the goals of the community volunteers who assisted during the building blitz which was to have a fantastic playground that could be enjoyed by everyone.”

Project 3

Waterfront Development

To: The Citizens of Oak Ridge

Among the highest priorities of the newly formed Recreation and Parks Advisory Board is to assist the City as it moves forward in enhancing the Melton Lake waterfront area. One of the first tasks of the Board is to provide guidance on how best to invest a generous donation to the City by UT-Battelle for a new pavilion. The Board has studied the Oak Ridge Waterfront Development Plan (December 14, 2009) that was endorsed by City Council, the community input that was part of the process of developing that plan, and subsequent comments. The Oak Ridge Parks & Recreation Board is pleased to present two possible designs for a signature pavilion at the Melton Lake waterfront.

The Board considered cost, functionality, and aesthetics in developing these conceptual designs. Each design seeks to maximize the UT-Battelle contribution and minimize the capital and maintenance costs for the city. In addition, the designs are inviting to residents and visitors, provide opportunities for a variety of day-use activities as well as for large group and special occasions. The designs also maintain the natural setting and views of the river while creating a unique signature for Oak Ridge.

The Parks & Recreation board is asking for feedback from interested citizens. Please consider these conceptual designs, complete the short survey, and submit any comments about the designs. Although final decisions will be made after the formal proposal and bid process, each design includes some basic amenities that are expected to be available within the base price of the pavilion. Additional amenities will be prioritized and will be included as the budget permits. Part of the survey addresses the prioritization of these amenities and your feedback will help inform the process.

Rectangular Design Description:
The rectangular design provides an attractive facility and allows for a sizeable group. Estimated basic amenities:

  • Basic Foot Print = 40’ x 60’
  • Expected capacity from 150 to 250 people, depending on final configuration
  • Metal roof and frame for ease maintenance and long-term sustainable appearance
  • Picnic Tables
  • Lighted (i.e., electricity conduits run during construction)
  • Short wall/bench with electricity at each end, has walk thru at each end
  • Running Water – spigot & water fountain (may not be part of the pavilion itself, but would be nearby

Octagonal Design:
The octagonal design creates a more architecturally significant structure and a signature look for the waterfront that distinguishes this park from most surrounding communities.

  • Basic Foot Print = Octagon 55’ across
  • Expected capacity from 150 to 250 people, depending on final configuration
  • Metal roof and frame for ease maintenance and long-term sustainable appearance
  • Picnic Tables
  • Lighted (i.e., electricity conduits run during construction)
  • Short wall/bench with electricity at each end, has walk thru at each end
  • Running Water – spigot & water fountain (may not be part of the pavilion itself, but would be nearby

Additional Amenities that could be added (to be determined by budget and priority)

  1. Extended Apron – 10-12 feet
  2. Ceiling Fans
  3. Stone-wrapped columns approximately 3-4’ high
  4. Grills - just off the apron
  5. Ability to connect “sides” or tents
  6. Sink
  7. Fire pit
  8. Fire Place
  9. Service area to accommodate caterers
  10. Internet hot spot
  11. Solar panels
  12. Use of recycled materials
  13. Pervious paving
